Max AC's Vs. Max Attack Bonus?

This is a pretty simple question: 

 

The Maximum AC's for characters in this game is something like 20 or 21. 

 

The Maximum Attack Bonus in this game is 11 (+5 from Stat and +6 from Profeciency at high level). 

 

How do you guys feel this system stacks up overall? Since gaining higher numbers on your roll is no longer the point of leveling up, what other stuff takes up the slack to make leveling up still feel like an acheivement? What is the deal with airplane food?

Haste, prayer, bracers of defense, ring of protection, 24 Con barbarians with unarmored defense, etc. 

 

It is possible to get ACs that are much higher than 22.

Levelling up becomes more about what powers you unlock and how you can use them to deal with new monsters or foes that also have new powers.

 

The difference between level 1 and 5 may only be +1 or +2 to hit, but a 5th level character will have things like fireball, Extra Attack, superiority dice, animal companions, rage or frenzy, Ki attacks, Wild Shape, and so on.

32 AC, maybe more if either +1 shields won't require attunement or other more powerful items exist, but we won't know until the DMG comes out.

 

Level 20 archer of some kind, 20 dex (+5), Level 20 (+6), Archery Fighting Style (+2), Legendary weapon (+3), Bless (+1d4), Halfling who can ignore 1s (Functionally +1)

 

+17 + 1d4.

So what I am hearing is on average, in a no magic items game, unless someone is blowing spell slots to bless or otherwise bump AC/ to-hit bonuses, a max level character is going to attack a max level creature with a 50% of success and vice versa. As soon as you add in magic items and spells, that math is thrown off. 

 

Good. That is exactly as it should be. Personally would prefer the math to work out to be closer to 55% for equals, but that still sounds pretty good. 

 

Missing should hurt because it isn't common. Missing a significant amount should signal that you ain't in Kansas no more. My question is basically answered. Feel free to derail.

Actually archers can get ridiculous +to hit

 

Archer battle master max level, should have +6 (prof)+5(dex)+2(style) then use precision attack for +1d12 for a range of +14 to +25

 

Rangers can get precision with the feat, so if they shoot favored enemy with 20 wis they could get +1d6+5 for a range of +19 to +24.

 

Of course this isn't "average" but I love how crazy it is

An average fantasy game without magic items is like stating an average modern game without technology. It is a flawed assumption.
