I see this listed under quick build for Warlock, but not under Warlock spells.  Is this a typo, or do they get this spell from the Wizard list, and how are we to know this?

I think it might have been left off the Warlock Spell list by accident. That spell just fits perfectly with warlocks. I really need to take the time to really take the time to start reading through more of the spells. I dont play casting classes very often, but with so many classes now getting spell casting, it seems like its time to start looking at one of them to play.

This is a known issue.

But there's been no offical ruling as to which side it falls.  It's fine if they get it.

Jeremy Crawford (the "rules guy") answered via twitter this regarding the quick build mentioning ray of sickness: "Yeah, ray of sickness shouldn't be there. Charm person is a good substitute."
