I have seen alot of multiclassing going on when trying to determine DPR. My question is what race/class combination would be considered the highest for a single classed character?

I am wondering if there is anything more powerful than a 3 foot halfling, dual wielding rogue?

Single classed wizard, no armor, use your dexterity as a dump stat of 8 and I am almost sure you will take the most damage per round (DPR).

Single target/multi-target? Legendary weapons/normal weapons? What level?

Here's a class comparison at level 11 with legendary weapons: http://tarsis.org/me/dpad/dpad_3.png

Wizards/rangers rule the roost taking down large AE packs while Barbs, Paladins and Fighters are kings vs single targets and smaller groups. Monks and rogues trail the pack with rogues doing okay vs single targets. Though rogues get better if they can get off turn attacks.

Both Champions and Barbarians are really solid with evokers being great for people who like to AE down large packs. But all the classes seem pretty competitive.

There are too many other factors you are leaving out to answer, such as level, AoE or only single-target, and nova vs sustained DPR. I will say at least that Rogues are underperforming in most number crunching scenarios, and Barbarians, while severely nerfed since the playtest, are still quite impressive.
