Starter Kit: Character creation?

I just bought the starter kit at my local store. The Red Box that came out for 4e had character creation rules before. I was wondering if some one could direct me to where they are in the new kit? I can't find any.

 

Am I just over looking them or is this meant more as a pregenerated character game?

 

i was hoping to give my players from the Playtests the ability to create their own characters.
