The Noble background featuring in the D&D Starter Set was not included yet in the Basic D&D PDF. Here's a write up from what i could gleaned from the fighter pregenerated characters sheet using Public Playtest description and preselected suggested characteristics provided on the sheet for those who'd like to use it;

NOBLE BACKGROUND

You carry a noble title appropriate to the realm you come from. Your family either currently has or at one time had wealth, power, and influence. Work with your DM to come up with an appropriate title and determine how much authority that title carries within the realm and beyond it.

Skill: Persuasion, History

Proficiency: One type of gaming set

Languages: One of your choice

Equipment: signet ring, scroll of pedigree

Feature: Position of Privilege. Thanks to your noble birth, people are inclined to think the best of you. You are welcome in high society, and people assume you have the right to be wherever you are. The common folk make every effort to accommodate you and avoid your displeasure, and other people of high birth treat you as a member of the same social sphere. You can secure an audience with a local noble if you need to.

Personality Traits: My flattery makes those I talk to feel wonderful and important. Also, I don’t like to get dirty, and I won’t be caught dead in unsuitable accommodations.

Ideal: Responsibility. It’s the duty of a noble to protect the common people, not bully them.

Bond: My weapon is a family heirloom, and it’s by far my most precious possession.

Flaw: I have a hard time resisting the allure of wealth, especially gold. Wealth can help me restore my legacy.

In addition, it would probably be good to note that another Background, the Urchin, has been mentioned in the Basic Rules – it grants proficiency in Sleight of Hand and Stealth, and gives training in the Thieves' Tools.  I would guess that background also grants a language, or else a different tool proficiency, since you get a total of two tools or languages, any mix of the two categories.

I think the background will have a couple more skills to choose from when it is fully released. Ill be letting my player modify backgrounds when we start playing.
