TWINNED SPELL

On page 102 of the PHB, there is the twinned spell metamagic option of the sorcerer.

 

Although I think that the intention for it was to allow the sorcerer to attack an extra enemy, I still find the description of the power a bit vague, and I think it might allow to hit the same target twice. Has this been a point of debate before, or was it obvious for everyone else except from me?

"target a second creature" sound pretty straightforward to me. If you get "a second wife" it doesnt mean you marry the same woman again....

I'd only allow a twinned spell to target the same creature twice if that creature accidentally enrolled in the academy twice and became Two Cops.
