Why is Charm Monster Absent from 5th edition?

I've owned the books for quite some time, but didn't realize until recently that charm monster is no where to be seen. I also can't find an explanation for why it is missing. Did the developers ever give a reason as to why charm monster was not included, but charm person remains? I'm also fine with speculation.

It's called Dominate Monster I think?

Probably because 5th edition has specific "types" for creatures. Humanoid, dragon, Monstrosity, etc. Charm Monster used to be good for giants and ogres, while Charm Person will hit all humanoids now. There is no type called "monster" for the spell to target. (My guesses).

Maybe because monster allies need a lot of playtesting.

I'd say the simple answer is if you want it (and are the DM, or can get the DM's permission) Charm Monster as a 4th level spell that functions just the same as Charm Person but without the humanoid restriction, should be fine. It might be needed to adjust it slightly to avoid charming an ancient red dragon or such. Also keep in mind that even in the 3.5 version you need to speak a language the target understands or be able to pantomime your suggestions in order to have it do anything other than not act hostile towards the caster and their allies.

Dominate Monster is definitely more powerful as it allows direct conrol of the target (but is also 8th level not 4th). Thankfully with the nature of 5e and the spell in question it's easy to create a new spell that functions like the 3e and older versions (4e had no charm spells for wizards and I didn't check the other classes).
