Why no Staff of Defense in DMG?

Unless I'm mistaken, the Staff of Defense (along with the Spider Staff) are not included in the DMG.  Both were in the starter set.  Every other magic item from the starter set is in the DMG, I think.  So, was this an oversight, or does it signal a change in how magic items are thought of, or are they there but under a different name that I'm not seeing?

It could be that those items simply didn't make the cut. Horde of the Dragon Queen and Rise of Tiamat also have Monsters and Magic Items that didn't make it into the Core books, either because of specialization (unique NPCs and magic items) or space (Drakes and Ice Toad).

I wonder if it is just coincidental that the spellcasting abilities granted by those items work differently than the items that did make it into the DMG (limiting the spellcasting to those whose class spell list contain the spells in question, vs. limiting which classes can attune to the staves)...

It could also be that some items might have been left out on purpose to help with product diversity. Just an idea.

I dunno -- are there any other rules from the starter set that were left out of the core rules?

I just wish more classes, other than Monk, could use the staff as a finesse weapon.  Makes me want to dip 1 level Monk for wizard & sorcerer, and some cleric builds.

Spider Staff makes sense being left out. It seems like a rather specialized item that isn't necessarily on the "default magic item list." Staff of Defense, on the other hand, seems like it would be.

Very little content was added in HotDQ and RoT. Most of the monsters were unique NPCs and almost no magic items. There were no new spells.

There's talk that at least the next adventure path will have a companion book with new "crunch" so if you want the monsters, spells, classes, races, or whatever else they add without buying th eadventure itself.

By "specialized" on the spider staff I actually meant something more like "uniquely designed for that adventure, while lacking D&D tradition." Although, I don't see any good reason not to add it to my normal pool of magic items. It's a very drowish sort of thing.
