Hi, and welcome!

1. The easiest way I know to get DCI cards is to order a special event, but that requires a gaming store that is a member of the official WotC network. Otherwise, I would write to dci (at) wizards.com.

2. The RPGA ordering system allows you to order (sanction) and report a generic RPGA home game. The CCG (Character Creation Guide) provides the very simple rules for playing an RPGA home game. You can use 3.5 for this.

All of that is very different from playing the LFR living campaign, which is a campaign that only uses 4E and which you must start at 1st level. You cannot start in a home campaign and then switch to LFR or play some LFR and then play something with the same characters in a home campaign.

You can order LFR mods and play them at home, but you must follow the rules for the LFR campaign as written in the CCG.

3. You can play as often as you would like. Generally, I tend to call each 4-hour session of gaming as a separate game event, since that matches the length of a typical living campaign session.

Also, just so you know, the region of Baldur's Gate is administered by gamers in Brazil. That may encourage your friends to want to play some LFR. (The guys clearly know what they are doing, since their modules are amongst the hardest and show a strong understanding of the 4E system). You could also reach out to them (their contact info is available from the RPGA page on the WotC site) and see what they are up to and if they know players in your area.
