Magic item access?

I'm going to GenCon and playing in LFR RPGA events for the first time (after playing at D&DXP with the pregen characters). I've read over the RPGA character creation guide and the LFR RPGA material. I'm confused, however, about having to "gain access" to certain magic items and how to use the Advancement Tracker for this purpose. What exactly is meant by "gain access"?

For example, what items might I NOT have access to and so might want to put on my Advancement Tracker? Additionally, I know I can only get 1 magic item/per level as treasure but can I purchase more? I can only purchase items of my level or lower?

OK this would be best asked in the Living Forgotten Realms forum but here goes:

There are two ways you can get a magic item in LFR:
  • Choose it as your treasure at the end of an adventure - and as you have noted you can only have taken a magic item as treasure once per level (i.e. if you are level 3 you can only have taken a magic item as treasure never, once, twice or three times).
  • Buy it with your money.

Access comes into play with the second option. Everyone has access to buy any item in the PHB of their level or less. In addition there are 5 'access slots' per tier which can be used to gain access to items from other sources (e.g. if Adventurer's Vault has the 'Blade of coolness' that you decide is an ideal weapon for your character) you can use one of these 'access slots' to allow you to buy yourself a Blade of coolness (assuming it is your level or less).

Hope that answers your question.

EDIT: Kithran beat me to it.

Additionally, I know I can only get 1 magic item/per level as treasure but can I purchase more? I can only purchase items of my level or lower?

You are correct in these statements.

Thank you for your help. Is there a reason why characters should/would be limited in what non-PHB magic items they can purchase/make?

I don't know the actual reason but I would guess that part of it is that it then means people can get access to such items as a reward in an adventure. By also allowing people to choose a limited number of items from such sources that they will get access to you prevent the situation where there is the perfect item for a character concept but never find it in an adventure.

I'm more concerned about why you wouldn't just be able to buy anything you want from whatever source WotC publishes. Limiting items to 5 per tier doesn't stop possible broken abuses but adds much to the confusion about the issue.
Thanks
