First I want to say thanks in advance for anyone willing to take the time to answer the questions I have regarding the RPGA/DCI.

Currently I am the only active DM/GM in the area and so have been making up rules I am not sure about as I go along. Please make suggestions or answer questions as they come up

1) When signing up a new player to the DCI/RPGA I have been taking the cards with all the players info on it . (name, address, #, email, dci # etc ..) and holding onto those. Am I supposed to mail those in? I have been telling them to throw away the middle section with the parental consent (all of age) and keep/register the rest.

2) What do I do with the RPGA Session Tracking sheets at the end of the adventures after I fill them out? Are they only for my records or do they need to get mailed to someone?

3) I have run into adventures that sound like they relate to another adventure or end by starting "a major quest" for the players. Is there a place to find out which LFR adventures link together for major quests or special character appearances?

4)I have a player that has been playing for a few months and I have been reporting online all the info for my sessions. He recently decided to start using the website and has lost his activation code to his number. Is there a way for him to still access his account online that has all his characters activity?

4.1) If not, after I give him a new number, is there a way for him/me to transfer his old accounts activity over to his new number? Do I submit an appeal for him?

4.2) If all is lost for this player and he can't transfer over his characters activity, does he have to start a new character and start over at lvl 1? (The last session we had he actually started a new character because we figured all was lost. Was a sad day )

5)Is there a place to submit suggestions for the LFR adventures? I recently ran "Sense of Wonder" for a group and was very annoyed by the use of so many of the same dungeon tile. (Seriously, who has 10 of the table&chair tiles? I wish I did, but i'm not buying more than one of each dungeon tile set.)

6)I have ran tons of games and my players rarely spend gold. I actually had a session where the players spent more gold then they received at the end of the adventure. How do I report something like that online? Do I report negative numbers online or do I just still report the money they got at the end of the adventure no matter how much they spend?

7)Have you stopped reading yet? ;)

8)Is there any information related to the DnD game day that is going to take place on March 21st? My local comic shop and players have been asking already about how many sessions will be run and how to do signups.

9)From what I have read for 2009, the RPGA seems to be really rewarding the DM's while the players are receiving online items. For the players that can't make it to big conventions, will they be receiving anything physical for their participation or will everything be limited to online downloads for them now?

I think that's all I have. Sorry for the long post, but any help you provide me will help the players in the long run. Thanks!

1) When signing up a new player to the DCI/RPGA I have been taking the cards with all the players info on it . (name, address, #, email, dci # etc ..) and holding onto those. Mail 'em in. If nothing else, it's needed for COPRA; without it, they can't sign up for DM rewards and maybe for DM exam.

2) What do I do with the RPGA Session Tracking sheets at the end of the adventures after I fill them out? Are they only for my records or do they need to get mailed to someone?

I hold 'em for a while in case there are any problems with reporting (never have had such) and then throw 'em.

3) I have run into adventures that sound like they relate to another adventure or end by starting "a major quest" for the players. Is there a place to find out which LFR adventures link together for major quests or special character appearances?

No official list that I've seen, and I haven't seen reference in the blurbs, either. Stuff in the same region will likely stay there, but may be non-sequential. The Zhent rewards card unlocks a major quest that is then concluded in the Zhent special, and only playable by those who complete the parts of the quest.

4)I have a player that has been playing for a few months and I have been reporting online all the info for my sessions. He recently decided to start using the website and has lost his activation code to his number. Is there a way for him to still access his account online that has all his characters activity?

He should go here: http://wizards.custhelp.com/ and email them, asking for a temp password.
4.1) If not, after I give him a new number, is there a way for him/me to transfer his old accounts activity over to his new number? Do I submit an appeal for him?

No need for a second account.

4.2) If all is lost for this player and he can't transfer over his characters activity, does he have to start a new character and start over at lvl 1? (The last session we had he actually started a new character because we figured all was lost. Was a sad day )

Nope. His paper record is the official record.

This problem has been recognized and they're doing a better job of it. No need to actually use the tiles if you don't want. Otherwise, contact your regional point of contact administrator.

6)I have ran tons of games and my players rarely spend gold. I actually had a session where the players spent more gold then they received at the end of the adventure. How do I report something like that online? Do I report negative numbers online or do I just still report the money they got at the end of the adventure no matter how much they spend?

Report the net expenditure, using a negative number if needed.

7)Have you stopped reading yet? ;)

Yep. Actually, this is a good spot to stop, as I don't have anything meaningful for the other questions.

Howie's answers are pretty good, so I'll just fill in a bit.

You should probably mail the entire card in, just for completeness's sake.

2) What do I do with the RPGA Session Tracking sheets at the end of the adventures after I fill them out? Are they only for my records or do they need to get mailed to someone?

No need to hang onto them, or mail them in to the RPGA. Reporting the event online covers it.

4.2) If all is lost for this player and he can't transfer over his characters activity, does he have to start a new character and start over at lvl 1? (The last session we had he actually started a new character because we figured all was lost. Was a sad day )

As Howie noted, the paper log really is the PC's record; the online records should only be considered to be a backup. So, even if the player never logs on online, there's no reason he can't keep playing his characters.

Each region has a point of contact; contact info is here:
http://www.wizards.com/default.asp?x=dnd/lfrx/community

Suggestions / feedback for a region's adventures should go to that region's POC.

6)I have ran tons of games and my players rarely spend gold. I actually had a session where the players spent more gold then they received at the end of the adventure. How do I report something like that online? Do I report negative numbers online or do I just still report the money they got at the end of the adventure no matter how much they spend?

Technically, the gold you report for each PC at the end of the module should be the net gold (gold gained as treasure, minus gold spent, either during the module, or on equipment). So, yes, it can be a negative number.

9)From what I have read for 2009, the RPGA seems to be really rewarding the DM's while the players are receiving online items. For the players that can't make it to big conventions, will they be receiving anything physical for their participation or will everything be limited to online downloads for them now?

Yes, it looks like, unless you go to a con that signs up for prize support, player rewards are going to be limited to the PDF downloads.

He is able to have a temp password given to him even though he has never activated the account?

A lot of people have cards that don't have activation codes. It's the only way they can get the account activated these days. I don't see any difference for his circumstance.

I think most of the questions were answered. Just to be sure on a few, though

2) Be sure to enter the data from each table on-line where the event was sanctioned, i.e., reporting the event. Afterwards, you can pitch or keep the record as you like.

3) The LFR Writing Directors are, I think, moving in the direction of providing a statement in blurbs to say when an adventure is part of a Major Quest. If in doubt, you can ask your regional poc. He should help. Don't expect spoiler info from the admins though.

5) you can give feedback to the regional poc or one of the Global Admins if you wish. Sean Molley, one of the Global Admins wrote Sense of Wonder, so complain to him if you wish about his extensive usage of the dungeon tiles. However, the guidelines are not to need more than 2 copies of any one set in a given map, and try to stick to more recent sets. In any case, the DM may draw on a battle map or paper grid, or use dungeon tiles as they see fit.

9) I think WotC realized that players don't really need much incentive to play. So if they sign up for the rewards, they will get the annual PDF of the reward cards. Might get other stuff at cons. We want to encourage more DMs so hence focusing incentives more on DMs.
