If stats printed in Dragon are RPGA Legal does that mean Osso the Circus Bear from from Shelly's "Confession of a Full Time Wizard" is now a legal familliar for RPGA. It would be perfect for my Bard?

The short answer would APPEAR to be yes, nice find.

The bear is pretty sweet, but I feel compelled to point out that it's listed as a "Familair" in Dragon, not "Familiar". It's nit-picky, but I can't help but wonder if it was intentional...

Ah well, we can always hope!

I think the mere typo wouldn't prevent it from becoming RPGA-legal, however in the compiled article they removed the keyword completly instead of merely fixing the typo.

So without the keyword it's no longer RPGA-legal. I wonder whether deleting the keyword was done for this purpose or if it merely was an error and it was supposed to just get the typo fixed and was deleted by accident

I am thinking (hoping) it was intentionally not allowed as an RPGA legal familiar, he's outside the scope of other familiars from what it looks like to me.

Pact Bear: As a minor action when Oso is in active mode, you can place a curse on one target in a square adjacent to Oso. Until the end of the encounter, your attacks deal an extra 1d6 damage to that target, exactly as the warlock's curse ability on page 131 of the Players' Handbook. At 11th level, you deal an extra 2d6 damage to a cursed target, and at 21st level, you deal an extra 3d6 damage.

There is no limitation of once per encounter for the extra damage and no limit on the number of times you can place this "curse". That is basically too powerful of an ability for a single feat/familiar to grant. It says you can place a curse on one target in a ... but there is no limiting factor saying you can only do it once. Almost every striker class would want to MC and grab Oso if as a minor they can raise their damage by a D6 on every hit.

Verrrry Dangerous: Oso deals 1d10 damage to anyone who attacks him and misses. At 11th level, he deals 2d10 damage, and at 21st level, he deals 3d10 damage.

Also a bit much for a familiar.

I think he's cool and ok in a home game probably but he is not balanced for LFR games at all.

I was going to avoid escalating the question, but I'll pass it along through official channels.

[EDIT]
Question filed. Will keep everyone posted.

I talked to Chris about this and we agreed it shouldn't appear in the CB and should not be RPGA legal. Just like april fools content. It was never meant to be legal content.

Of course the revision in this month's Dragon is far more sensible - but that, too, has had the 'Familiar' descriptor removed in the final printing in the complete issue. No Oso for RPGA players ;)

No, it was almost legal for a short time. The un-compiled version would have been legal if it had been compiled 1:1. Through a little but important change they made while compiling, it was never legal.

The thing is that was is intended and what get's written in cold uncaring RAW isn't always the same. With such a general blanck check for Dragon stuff automatically becomming RPGA legal funny (and maybe not so funny) misstakes are bound to happen unless each and every word written in Dragon is carefully examined in regard to it's potential effect on RPGA.

E.g. the personal unique sword of Graz'zt himself has become a legal RPGA item for anyone to buy. While I don't think it'll ever has any noticeable effect (lvl 30 only, not that great a weapon anyway) I can't believe this was actually intended (or was it?) and simply slipped through before anyone noticed it.
