Warning: This is going to be really vague, as I do not know what I am talking about.

I recently became a Herald-Level DM, and someone told me that there is some sort of promotional thing going on with the PH2 release, where I should sanction something other than a regular home game and I somehow get some sort of recognition for this. Or something.

The forum search isn't working for me, and using Ctrl-F on the most recent few pages of the forums didn't get me anything helpful, but I do know that attempting to sanction things other than home games gives me "You currently do not have any approved locations for sanctioning this type of event. Please contact the DCI/RPGA to set up an approved location." It doesn't say how it wants me to contact them, I guess I'll use the e-mail that I used to ask for player registration cards.

Does anyone have any idea what I'm trying to talk about here?

Sounds like the Worldwide D&D Game Day, scheduled for March 21st.

Info is here:
http://www.wizards.com/default.asp?x=dnd/4dnd/gameday

It looks like, as a Wizards Play Network event, you have to run it in a public location (i.e., no home play).

In order to setup a Retail location, you need to email the request, with things like your DCI/RPGA number and the information on the retail site, to dci@wizards.com

Really?
The instructions on the game day pages said just to login and schedule it like any other retail game day, except it's under special events instead of the regular game list.

If the retail store site already exists in their list, then you can just select it. If you need a new retail location added, then you must contact DCI to do it. It won't let us add retail sites.

OK, that would explain why it worked for me, the location was already on their system list.

I got the advertisement supplies for the WWD&DGD today in the mail. It has the wrong date on all of the materials. I am going to go buy some small stickers and write the correct day on them and stick them to the materials.

Just out of curiousity, what are the costs involved in actually setting this up?(is there a fee for the kit and/or a shipping charge?) I would like to talk the owner of my FLGS into doing it, but he needs to be we can set it up so he does not take a loss first.

No cost. The kit is free of charge, shipping or otherwise. You've missed the deadline to get the marketing kit (which I hear comes with the wrong dates on everything anyway?) but if you order by March 1 you should get the game day kit (with the minis, maps, and whatnot).

For the PHB2 Gameday event, who needs to order the gameday kit, the store or the DM?

Yep, the date was wrong on my promotion kit also.

AFAIK either one can order it, but who ever orders it should be the contact person so if someone emails-snail mails wanting to join the event the receipient will know what they are talking about.
