RPGA Character Creation 'errors'

As stated by Mr Tulach here:

1: You can pick magic items lower than your level, you're not bound to +1, 0, -1.

2: Dragon magazine needs to be a complete issue before its content is available (4th week of the month).

Brought up in the LFR forum here:
3: Warforged are technically playable, as Dragon content is allowed when not an item or ritual.
However, the below text specifies that other bits need unlocked with cards. The table likely needs to have an asterisk clarifying this for quick reference or change the table to "classes" with cards overriding (D&D is a game of exceptions. ;))

4: The Monster Manual is not listed as a source in the table. Given we have creation cards for this it could be clarified in the table. "Monster Manual: allowed with creation card" or something to that effect.

If the guidelines are supposed to mean that all races need a card, they need to make separate paragraphs. The paragraph that says that reads "Content from publications not listed above requires you to obtain acces.... For new races, feats, powers, and other options, you need to have a RPGA Rewards card ... or the option needs to be specifically mentioned in the appropriate appendix for the program"

(spelling mistakes, mine)

The wording of the paragraph indictes that everything listed as a Player Resource is legal. If something is NOT a player resource THEN you need access.

As soon as the June Dragon Magazine is finished, Warforged will be as legal as a resource as Dragonborn are (you'll see that the PHB is listed as allowed content in the same chart that Dragon Magazine is - if you need a 'promo card' to unlock Humans then what's the point of this chart?)

I don't care one way or the other if Warforged are allowed in LFR, but according to this documentation it IS, and if they are leaving it the way it is and plan to EXCLUDE it in the appendix, then they better update that appendix EVERY MONTH before the new Dragon gets issued to EXCLUDE any content they don't want in LFR. Seems like it would be easier just to INCLUDE the stuff they do want, like they did in Living Greyhawk.

(I can't believe this thread has been up for 4 days and I'm the only replier?)

The ambiguity is this paragraph:

Content from publications not listed above requires
you to obtain access. For magic items and rituals,
you’ll want to check the appendix for the program
you’re participating in, if any. For new races, feats,
powers, and other options, you need to have a
RPGA Rewards card that grants you access and
have it in your card stack (see below) or the option
needs to be specifically mentioned in the
appropriate appendix for the program.

Some people (like you and I) are reading that to mean that if it isn't in the sources on the table above the paragraph, you need a card or some other form of permissions to take that race (in this case, Warforged). This is because Dragon is a listed Player Resource for ALL options except Magic Items and Rituals. (The content is in Dragon,Dragon is listed above as allowing ALL but Items and Rituals, Warforged are not Magic Items or Rituals, Warforged are legal)

Other people are looking at the 2nd sentence (that I've bolded here) and reading it that ALL new races (regardless of source) need a card to unlock them. (Warforged are a "new race" (not in the PHB), there is no card or other access unlocking them, they aren't allowed)

Hopefully the next version of the Creation Guidelines (1.1) will clarify this once and for all, and if not, the LFR Appendix will do so.

These people lack understanding of english language structure. Because this is in the same paragraph as the first sentance, it is a clarification of what is meant by obtaining access for non player resources. The fact that the wording in the bolded sentance "... RPGA Rewards card that grants you access..." mirrors the wording in the first sentance "Content from publications not listed above requires you to obtain access." is another indicator that this is an explanation of how to obtain access for things that are not already a Player Resource (eg: something out of the Monster Manual)

As it is written, the Warforged is as playable as Eladrin and does not need to be unlocked. If this is not the correct interpretation then the paragraph needs to be split up.

Of course, the LFR specific rules could state that for LFR every Dragon material should be specifically included for the LFR Campaign ;)

Yes, that would be a reasonable way of doing it. However it seems silly then to have that table at all in the general rules if every campaign is essentially going to ignore it.

Well, that's assuming every campaign WILL ignore that table.

I think it's far more likely that if there are limitations as part of each campaign, they'll be done to "protect" each campaigns unique flavor.

To that end I'd expect LFR to keep Shifters, Warforged, Kalashtar, and Changelings/Dopplegangers as locked/restricted/unavailable.

Likewise, I'd expect that the next Eberron campaign would keep out Shadar-Kai, Elminster, and other LFR-specific items.

Assuming there's any limitations at all, that is.

Given that there's even the possibility for confusion, the document should be clarified.
Otherwise there might be Warforged in the Realms or DMs saying wizard's can't use the illusion spells from Dragon without a card.

This thread is mostly to point out what should be clarified or corrected.

This will be clarified in version 1.1. Simply put, if it's in Dragon, and it's a player resource, it's allowed. There will be few modifications to this.

We won't need to issue a monthly document, since I anticipate very few items in Dragon that are obviously for player use (classes, races, paragon paths, feats, powers, etc.) being restricted in any RPGA program. Magic items and rituals fall into a different category because we have an access system being set up for those.

What I'm getting from this thread would be make a warforged PC as soon as possible before they're gone! Oh my!

Assuming (as others have pointed out) that the LFR appendix doesn't prevent their creation.

And if that doesn't prevent it, then there'd be no reason to hurry.

Thanks for the clarification, Chris.

That was how I was reading it, but y'know how all we forumite rules lawyers can be.

Okay, so I get that the Warforged themselves are playable races. What I'm wondering about is whether that automatically includes the attached items and embedded items as well (the non-magical ones) or whether those are access-oriented.
