I was just in a living game the other day and had to quickly up my character to 3rd-level 'cause I had thought I had to start at 1st but everyone else was at 3rd.

What's the rules about starting a new character in a living game?

In LFR, I'm not sure about other "Living" games, ALL characters must start at 1st level (with 0xp) and 100gp. There are no exceptions.

Also, in LFR, there is no such thing as a "3rd level game." Regular modules are for level ranges (aka "bands") like 1-4 or 4-7. Some modules, like "Barrow of the Ogre King", are for tighter level bands, level 1-2 in this case, but there are no modules that I know of for a specific, singular level (like 3rd).

I thought so...

...so what benefit is there to the store owner if they report with my DCI number?

They get certain rewards for DMing RPGA events, like map tiles or miniatures.
