I cannot think of any reason why this process has become so horrid nor why separate databases are being managed Seriously, call ;)

The background/backstory/behind the scenes mess is on this could be extensive. While it certainly looks like a sloppy sloppy Charlie Foxtrot, I don't know whether it is the current admin's fault or the fault of the N admins before them. Sometimes you just have to make some lemonade. Sometimes you get lemonade made for you.
