Chain of Command

The Leadership feat provides rules for a single overlord to directly command a rabble of followers, the DMG 2 provides rules for businesses and guilds, and the PHB 2 provides rules for modeling organizations abstractly. But, what about when someone wants to set up a mercenary company, micromanage the organization's basic structure, then earn money primarily through contractual violence and looting rather than investment and diplomacy?

Here's what I've got so far.

Any member of an organization who doesn't have the Leadership feat or some equivalent ability needs to have someone to report to. A normal person can manage a number of direct reports equal to their charisma score.
This assumes that the manager has a higher Commander Rating; each underling with a Rating equal to the manager's counts as two, and each additional rank doubles the cost again. For example, a Lieutenant (rating 3) could only be ordered around by a civilian (rating 0) with charisma 16 or higher. The highest possible rating is 7.
The Leadership feat, as part of a formal organization, doesn't grant followers; instead it allows the leader to function without orders, at the head of a command chain. Cohorts work normally.
