#1 ChazzK May 30, 2015 17:00:50	So after playing for years, only now has a question come up in our group. Some powers allow you to target multiple creatures within a range or burst, and explicitly end up saying "Three attacks." So obviously that means you could target one creature three times. However, a small civil war has errupted in the group, not helped since the co-GMs (one of us runs one campaign, the other another, and we convey on rules) can't agree.   We'll take Thri-Kreen Claws as an example, since that's what started the whole mess. "Minor Action,      Melee 1, Target: One, two, or three enemies"   *I* read that as meaning, "Make this attack once each against one, two, or three enemies," as it's specifying a maximum number of targets within a "burst." *HE* reads that as meaning, "Make three attacks, split between one, two or three enemies."   For a little d6+1 minor action that's not huge, but for some powers (and later-level increases to its strength) that may be kind of.. overpowered as heck.
