I'm sure this question has been asked before but due to the crappy search engine here I get zero results. So what's people's opinion on whether or not this is per bolt or per spell?

The invocation specifies "on a hit." And the spell makes up-to four attack rolls/hits. Therefore it works.

 

it's an integral part of the Warlock, as otherwise their dpr is super low in addition to their group utility.

Until I hear otherwise, I'm treating it as once per casting per target. It's not that I want the Warlock to be too weak, so much as I want Agonizing Blast to not be mandatory. If it only hits once, then that still lets you benefit from the multi-ray aspect if you spread it around to multiple targets, but other character build options remain competitive.

I'm not good at figuring out this stuff; but I constantly hear on the interwebs how the SC Warlock is weak, unless you're an optimization scientist/math wizard and use "every trick in the book"; But that poaching levels of Warlock is awesome! So I myself like the suggestion (above) of making Eldritch Blast a Warlock feature instead of a cantrip, so that it scales with Warlock level.  Its sounds better to me then nerfing the SC Warlock into unplayability; or revamping the MC rules; or having to know the Warlock class like "the back of your hand," and use every optimization trick you can in order to make it viable class.

The problem is not the Warlock it is the bard and the sorcerer diping 2 warlock levels.

 

and then we got the same problem with the Hex spell. Warlock have a limited number of spell slot , but not others classes.

I made a mistake in the post, I forgot about Warlock Mystic Arcanum. So Warlock with no short rest will cast only 1 spell lvl 5+ less than a Wizard. With only one short rest it will be 1 spell more for a Warlock (becouse Wizard can can recover 2 spells lvl 5) and with two short rests it will be 5 spells lvl 5+ more for a Warlock than a Wizard. That's more than balanced! Most people on forum think 2 short rests are normal so normally Warlock will cast 5 spells lvl 5+ than Wizard. Even if you don't agree about two short rests being normal I'm sure you don't think it's less than one short rest on average (fewer short rests than long rests on average would IMO be absurd).

Did you read post you quoted at all? War Caster + Polearm Master + Repelling Blast effectively doubles Warlock's DPR if we asume Warlock only casts Eldritch Blast and is positioning himself smart. One short rest is enough for Warlock cast one more 5+ lvl spell than Wizard and that is not something you should forget when comparing Warlock and Fighter.

Edit:I'll say you one reason why it is hard to prove Warlock without Fighters at will dmg is underpowered. The reason is: Because he's not! Warlocks have other powers. (Talking about champion, battle master have powers but lower crit range...)
