Which artisan tools are used to craft which weapons? There doesn't seem to be a list anywhere of what you can make with each set of tools. Does it just depend on how you flavor it? (Metal club=smith wooden club=wood worker)

I don't know anything about how to really make an arrow, but I didn't think it required anything more than a little pinesap, some feathers, wood, string, stone, and a knife.

It also depends on the peculiarities of the specific setting one is in.  I have a pre-civilization campaign called Wildwood where metalworking is non-existent.  All weapons are made from wood, bone, stone, etc.  If you wanted to turn an animal's skull into a mace, there really isn't a tool set for that.

In another setting, you might be able to use alchemy to liquify, cast, and the solidify metal.

TO me woodcarving is to make decrotive stuff. I use it to spruse up the stuff I make with carpenter tools. So like carving vines and other patterns into like a wooden mantale or headboard, stuff like that.

Its pretty much just suppose to be a common sense as to what can make what, though it does become a  bit harder when it comes to things like posioners kit and alchemist kit. But its up to your dm in the long run.

Check out the guild affiliations under the Guild Artisan background. That might help a bit.
