Page 154 lists the Poisoners kit which tells us that the kit lets you add your prof bonus to ability checks to craft or use poisons. 

 

Question...where are the rules governing the crafting and usage of poisons for the assassin?

Basic poison is on page 153 of the Player's Handbook.

 

Other poison, and rules for harvesting and crafting poison, start on page 257 of the Dungeon Master's Guide.
