Attack modifiers

Why is it that PCs add either strength or dexterity modifiers to their attack rolls but monsters are assigned specific numbers to add rather than using ability modifiers. 

For example:  goblin attacking with scimitar gets +4 to attack instead of its -1 strength modifier as a pc with the same stats would get if it attacked with the same weapon.

Same maths.

It's using it's DEX because the Scimitar is a finesse weapon and proficiency' bonus from CR.

Ok, that makes sense. The stat block included in the starter set doesn't list the proficiency and I didn't pay attention to the fact that scimitar is a finesse weapon. (wouldn't really think a goblin would be using finesse)

Creatures are proficient with all attacks, skills (I believe), and saving throws listed in their stat block.  Creatures with Innate Spellcasting or SpellCaster traits are proficient with the spells they can cast.

I wish the stat blocks included their Prof. Bonus as a line item. It'd make it so much easier to swap out weapons for different monsters. Right now it's a PITA to have to reference another chart just to look at the PB listed by CR. I'm sure I'll have it memorized as the game goes on, but right now it's a pain to have to look at their STR or DEX bonus, then flip back to the PB-by-CR table.

 

It's definitely a table I would want on my DM Screen.

The Proficiency by CR is the same as proficiency by level, but goes to 30 because Tarrasque.

 

Formula for Prof' Bonus = (Level/4 rounding up) +1

Minimum of +2

 

So CR 13/Level 13 = 13/4 =4+1 = +5
