I notice that the spell bestow curse as a range of touch, but its description does not say that it requires a spell attack roll. The magic chapter does not specify that spells with a range of touch always require a spell attack roll. Further, there are spells like contagion that have a range of touch and do specify that they require spell attack rolls.
So, the text for bestow curse says, "You touch a creature and that creature must succeed on a Wisdom saving throw or become cursed for the duration of the spell." I guess this means that no spell attack roll is required.

It already has a wisdom save, so no attack roll required. That'd be double jeapardy.
if you want to replace the wisdom save with a touch attack, that'd probably be fine.
