Do you get ot add your dexterity score to the barkskins AC 16bit or not? Nice and simple question. ATM we are not adding it but not 100% sure.

It says AC 16, not 16 + Dex modifier. So I'm pretty sure you don't.

By the RAW, all barkskin does is set a floor on your AC at 16.  Mearls in a tweet indicated that he would rule that barkskin + a shield gives you AC 18, which doesn't obey the RAW but does make sense (that is, it is hard to explain why having a shield wouldn't help someone whose skin was thick like bark).  Dexterity bonuses, however, are both not RAW and are not needed to make sense (having one's skin replaced by thick bark might undercut one's ability to make use of dexterity much like some heavy armors).

You just take your AC without Barkskin (x) and compare it to 16. Then you take whichever is higher of x and 16. Sounds like a "no" on dex to me.

Barkskin=Is your total AC from any sources 16 or less? It is now 16. Is your total AC from any sources 16 or more? Go with the higher AC.

I know someone tweeted "Yeah, Shields add +2, whatever" but I disagree for a few reasons, but mainly for consistency.

That's a very interesting question, I'm not sure if "willing" refers only to the time of the spell casting or at any point. Presumably it is the former.  I'll take a look through the spells to see if there are any 'willing' spells that could be used offensively through a charm/suggestion style combo like you describe.
