#2 2Chlorobutanal Aug 31, 2014 21:20:59	Possible, yes.  However, his or her spell attack rolls and saving throws would be abysmal.  Additionally, he or she would not be able to prepare many spells relative to a high-Int wizard: starting with only 1 prepared spell from levels 1 to 5 and eventually ending up with about 33% less prepared spells at level 20.   So the 3-Int wizard could prepare and cast a 9th-level spell at level 17, but if it involves any saving throws or attacks, he or she would have problems using it effectively.  Additionally, that 1 spell would eat up a relatively larger budget of the wizard's prepared spells.
