Casting spells via scroll

In the starter set, it clearly states that one needs to have a spell on one's class list in order to cast if from a scroll. If the spell is above the level in which a character can cast, then an arcana check is required. However, the basic rules (and I assume the PHB) seems to have changed this. The rule in question now states:

If the spell written on the scroll appears on your
class’s spell list, and the spell’s level is one that you
can normally cast, you cast the spell successfully.
Otherwise, you must make an Intelligence (Arcana)
check to see if you can successfully cast it. The DC
equals 10 plus the spell’s level. On a failed check,
reading the scroll only consumes its magic with no
other effect.

Has the rule now changed in that a 1st level fighter can cast a fireball spell from a scroll with a DC 13 arcana check? Or is the wording bad, and they only meant that if you have it on your list and it is above your casting ability you need the check?

There's an existing thread on the topic over this-a-way, with plenty of discussion.  No worries, the search feature of the forums aren't the most useful.

So that means that all of us who received a scroll of dispel magic or fly as a reward at gencon have no use for the scroll. We have to give it up to the party wizard. What a reward. I would have rather received a +1 shield like one power gamer at our table.
