If you are say, a 5th level fighter and you have the charger feat. Does it consume both attacks.

For example would it be possible to use charger to "shove" the creature away, then use lunging attack manuever to attack from distance, or does the shove action consume all your extra attacks as the action?

You only get your Extra Attack when you take the Attack action. Since Charger modifies your Dash action to allow you to make a melee weapon attack as a bonus action, there is interaction between the two abilities. So no, you don't "consume" both attacks because you only get the one described in the feat (unless you are the target of a Haste spell, granting you an extra action with which to Dash).

Like everyone is saying, "make an attack" isn't the same thing as "take the attack action". Extra attack triggers when you take the attack action; Dash (and Fighting with Two Weapons) allows you to make an attack as a bonus action, not take the attack action as a bonus action.

I do dislike that certain options like this become less and less beneficial as you gain levels, at least for the fighter. Having charger let someone move as a bonus action would have allowed the "full attack" action to be taken still. Movement doesn't penalize attacks at 1st through 4th levels, why should it at 5th?
