Classes and Stat Blocks

Newbie question: Reading Hoard of the Dragon Queen, and the NPCs don't have their classes/levels listed.  One is described as a 5th level spellcaster who uses wisdom, and has spells memorised from the cleric list.  Why isn't she called a "5th level cleric"?

Because that isn't exactly what she is - it's just close.

 

NPCs don't usually have the same amount of Hit Dice and HP that would be indicated by their class, and often don't actually have all the class features that a class contains.

 

A 5th level spellcaster who uses wisdom as their spellcasting ability and has spells prepared which are on the cleric spell list doesn't necessarily have the proficiencies that a cleric has, does not necessarily have a domain or domain features, does not necessarily have class features such as channel divinity or divine intervention, and has not necessarily been given either ability score increases or feats.
