Cleric "wrath of storms" do the enemy actualy hit?

Hello.

 

So iv been reading about the cleric domain "tempests"in the players hadbook page 62 and it looks great. But there is an issue that irks me.

As an defence mechanisme you can choose to use "wrath of storms" where the attacker after he hits have to take a saving throw for 2d8 damaga or half, and you can use it the same amount of times as your wisdom ability modifier.

 

But the strange thing it says is: 

"Also at 1st level, you can thunderously rebuke attackers.
When a creature within 5 feet o f you that you can see
hits you with an attack, you can use your reaction to
cause the creature to make a Dexterity saving throw."

 

Does this mean that even when it says the creature hits you the cleric uses the "defence" and do not get any damage? Somewhat like hitting and chopping on a high volt cable and getting zapped? Asking since its uncler and it says rebuke attackers which makes me thing the attack is nullified.

You are hit, thus take damage.  There is nothing here to indicate the damage would be negated, you just get to retaliate.

 

Compare;

  Shield spell:   "Until the start of your next turn, you have a +5 bonus to AC, including against the triggering attack."

  Defensive Duelist feat:  "... another creature hits you with a melee attack ... add your proficiency bonus to your AC for that attack, potentially causing the attack to miss you."

  Deflect Missiles monk feature:  ".. when you are hit by a ranged weapon attack. ... the damage you take from the attack is reduced by 1d10 + your Dexterity modifier + your monk level."

 

In all cases, it creates an effect that specifically says the attack will miss (because your AC is improved retroactively) or reduces the damage, potentially to zero.  Wrath of Storms does none of these things.
