Cleric tempest destructive wrath

So iv been looking at the tempest destructive wrath:

C h a n n e l D i v i n i t y : D e s t r u c t iv e W r a t h
Starting at 2nd level, you can use your Channel Divinity
to wield the power o f the storm with unchecked ferocity.
When you roll lightning or thunder damage, you can
use your Channel Divinity to deal maximum damage,
instead o f rolling.

 

What im wondering, do this trumf saving throws?

Example. you casthe level 1 thunderwave. it does 2d8 thunder damage or 1d8 on a good con save.

So om wondering if the above destructive wrath always give 16damage, or if it either gives 16 or 8 depending if the save was good?

Elothan an is correct. It states that it maximizes damage. It does not state that it affects Saving Throws, so they work normally.

It affects the damage roll.  If the target saves for half, the result is still halved.
