Concentration and Elf Trace

Does elf's trace count as being incapacitated, and thus break concentration?'

 

i.e. could he cast control weather, then spend 4 hours to regain his slot before the spell ended?

More to the point - I think that the mental strain of concentration would prevent any benefits from resting.

I agree that it does indeed seem RAW that your concentration would not break.  The Elven racial feature clearly states that this is not sleep and is instead meditation which leaves you semiconscious.  Interesting.  As you noted Suggestion could be nifty and so could the dominate line.

I agree RAW Trance doesn't break concentration. If the concentration rules would have kept its 3rd bullet from the playtest as it was, there could have been an argument against it but unfortunatly it was changed;

 

Suffering Severe Distractions: You can lose your concentration if an event or an effect distracts you too much. If an attack or another effect can disrupt your concentration in this way, its description says so. For instance, you might need to make a Constitution save to maintain your concentration while a giant octopus grasps you.

PHB - Pg. 186: A long rest is a period of downtime, at least 8 hours long, during which a character sleeps or performs light activity: reading, talking, eating, or standing watch for no more than 2 hours. If the rest is interrupted by a period of strenuous activity--at least 1 hour of walking, fighting, casting spells, or similar adventuring activity, the characters must begin the rest again to gain any benefit from it.

 

So, for an elf, a long rest is at least 4 hours long, but less than the normal 8 hours for other races. However, if an elf is concentrating on a spell for over an hour, the way the rule reads, he/she wouldn't receive any benefit of a 4 hour trance and would have to begin again. So, while an elf could most certainly concentrate on a spell while in trance, I would think that concentrating on a spell is more or less the same type of activity as spellcasting, thus negating any benefits of rest, one of which would be regaining spent spell slots.
