I would expect anyone to be able to hide when lightly obscured. Does this feature work like the Rogue's Cunning Action, as a bonus action? Or is there another meaning I'm missing? |

With skulker you can attempt to hide when lightly obscured(standing in dim light, patchy fog, moderate foliage, etc) even if the creature that you're attempting to hide from can see you. This is similar to the Wood Elf's racial trait. Hope I cleared that up for you. |
