Lets pretend that you roll for your stats and you have 1 bad score lets say 7 (so a -2 malus) and you play a Wizard (1d6 HP) and you put your poor roll in Cons. You are bad luck Brian but manage to lvl up again and roll a 1 again, you now have 2HP

IT will probably be in errata.
but, if you use fixed HP, 4 HP for d6 hit die, you need con of 1(-5 mod) to get negative HP.
and even with con 4(-3 mod) you would get 1 HP per level.
