Crafting Material Componants

Would someone proficient in the appropriate tools be able to use downtime to 'craft' material componants for spells with cheaper base ingredients?

 

For example, someone proficient in Gem-Cutting tools taking 25g worth of junk gem-stone (from a mine they own shares in or just bought on the market from an appropriate location) and processing it into 50gp Gems for a Teleportation Circle?

 

If yes (as a DM I'm inclined to think so, but wanted opinions); could one craft 'Diamond dust' or similar products from carefully ground raw materials at the same 1/2 discount?
