Crossbow Expert (2nd dot): Being within 5 feet of a hostile creature doesn’t impose disadvantage on your ranged attack rolls.

So if you make a ranged spell attack whie in melee with an enemy, you don't have disadvantage with the attack roll?

That would appear to be the case.  Your DM may apply Common Sense(tm) and say that it only applies to ranged attacks with crossbows, but, as the feat is written, that would be a houserule.
