Does cutting words always foil a critical hit?

A monster rolls a 20, and a bard uses cutting words to reduce the attack roll total. Is the critical hit foiled?

No, because a 20 hits and crits regardless of modifiers. Similarly, bardic inspiration cannot change a 1 into a hit.

Cutting words penalizes the total, not the die itself. If a monster has +5 on attack rolls and rolls a 20, they got a crit with a 25 to hit. Cutting words could reduce the total but does not change the fact that it was still a 20, and therefore still a crit. Cutting words is actually useless against a natural 20 attack roll.

About the only thing that can foil a critical hit is disadvantage.
