Potent Cantrip:
Starting at 6th level, your damaging cantrips affect
even creatures that avoid the brunt o f the effect. When
a creature succeeds on a saving throw against your
cantrip, the creature takes half the cantrip’s damage (if
any) but suffers no additional effect from the cantrip.

So would this work for Firebolt?

Not only is the answer no, but it also is working as intended.

Damage on a miss is a big no-no.  Half damage on a failed save is a staple of D&D.  In fact, the oddball is the 'no damage on a failed save' default, but that is understandable since cantrips are supposed to be relatively low power.  Heck, I'm sure there are some who are still up in arms about cantrips that can actually do damage in the first place
