Dreadful Aspect and source of Frightened

In a game i'm DMing, the party is in combat with a bugbear.

The Oathbreaker paladin uses Dreadful Aspect and the bugbear becomes Frightened. The oathbreaker was in sight at all times.

In the next round, the bugbear wants to attack. At the moment, I ruled that he will have disadvantage no matter what his target is, as per the Frightened condition description. That is, he will have disadvantage even if he attacks the party's warlock instead of the oathbreaker.

The next day however, double checking the Dreadful Aspect description, we wondered if he would have disadvantage only against the paladin: the feature specifies that he is "frightened OF THE PALADIN", and this specification is not present in other features that cause the Frightened condition (for example, see Oath of Vengeance - Abjure Enemy, or Dragon fear).

So what do you think: does a creature affected by Dreadful Aspect have disadvantage on attack rolls against all targets, or just against the oathbreaker paladin?

A frightened creature has disadvantage on ability checks and attack rolls against any target while the source of its fear (the oathbreaker) is within line of sight.
