Druid Circle Spells

I'm confused about druid circle spells. PHB says you gain them at level 3, 5, 7, & 9; that the druid always have them prepared, and that they don't count against number of spells that can be cast that day. 

 

But do they burn a spell slot when used? And at what level? The level or the original spell's description?

 

That's what I'm assuming. Correct?
