Dumb questions on reverse gravity

I'm having a hard time figuring out what the spell does. Does it affect all creatues in the area and reverse the gravity just for them or does it create an area where gravity is inverted? In other words, do creatures that move within the area of a reverse gravity spell start falling? Does the gravity revert back to normal if a creature moves out of the area (for example by walking on a ceiling)?

 

It's kind of confusing what the spell does exactly...

 

The spell says it reverses gravity in a cylinder suggesting that the gravity is reversed in the area and anything that moves inside the area starts falling. But it also says that it affects creatures and objects when the spell is cast suggesting that it only affects creatures and objects inside the area when the spell is cast.

All creatures and objects that aren't somehow anchored to the ground in the area fall upwards and reach the top of the area when you cast the spell.

The first line of the spell says that it "reverses gravity in a 50' radius, 100' high cylinder", so I gather that it affects an area, not the creatures in that area individually, similar to a web spell or any of the cloud spells.  The "effect" of the spell is an area of inverted gravity.

 

The part about creatures or objects describes the effects of the area upon people inside, similar to the way a web spell describes what happens to creatures inside the web (or those who enter the web).  Therefore, I would infer that creatures or objects that enter the area during the spell's duration are also affected by the inverted gravity and "fall" upward unless achored or able to grab a nearby anchored object (Dex save).

 

For a counter-example, the slow spell explicitly says that you "alter time around up to 6 creatures in a 40' cube" in its first sentence, describing the effect of the spell as an effect upon up to 6 creatures, rather than an effect upon the 40' cube.
