Duplicate proficiencies

I have searched the forum and cint find a concrete answer.

 

If you duplicate skill proficiencies from multiple sources (background, race, class etc), do you still get to pick any other to replace the duplicates?  I know in the last playtests, this wa the case.  I can't find a specific answer in the actual PHB.

If the skill is duplicated in your background, you can swap that out for any other skill as long as your DM allows.  You can customize backgrounds or build them from scratch.  I don't have my book on me ATM but the beginning of the backgrounds section discusses customizing backgrounds.

This really shouldn't happen. Classes give you options, and the Backgrounds are designed to be customizable.

Another tip is I find it quicker and easier to build a character this way.

How about if you are a Criminal Background and get Thieves' Tools proficiency, but later multiclass into Thief which also gives Thieves' Tools proficiency?  Can you select another tools proficiency instead (presumably something relevant)?  If so, where's the rule stating so?

Thanks, that helps, but still in the same place under Backgrounds rather than generally in a broad Proficiencies section, so it is not 100%, but pretty good and good enough for me.
