Dwarf in heavy armor confusion?

1) In 5e PHB page 20 it says that dwarfs do not get speed reduced by wearing heavy armor.

So from that its simple, dwarfs in heavy armor, dont get reduced speed.

 

But I cant find any rules that says, that wearing heavy armor reduces your speed, (exept if the weight of the armor get you encumbered) but does that mean that they dont count the weight of a heavy armor for the term of beign encumbered and thus dont go down in speed?

 

2) There might be one other rule in 5e PHB page 144 in the Armor and Shields section that the dwarf trait refer to:

It basicly says; that if you dont have the strength for wearing the heavy armor, you can still do so, but your speed is reduced.

 

Is it that heavy armor speed reducement the dwarfs trait remove and therefore making a dwarf able to wear a heavy armor whit less than the strength stated on it and dont go down in speed.

 

My confusion is in the fact, that dwarfs can still be encumbered in 5e (cant find a rule that says otherwise, like in 3rd/3.5 & 4e) and therefore it would be the first of the 2 that makes most sence, since a heavy armor easily pull a character to encumbered, and then making the second kinda working against itself.

 

Anyone who can help out?

I interpret the rule to mean that you ignore the column about reduced speed from not having enough STR to wear certain heavy armors, but that encumbrance rules still apply.
