Efficacy of a tweak to Wild Shape?

I picked up the 5e PHB and am very happy with it. I especially appreciate the overall restraint and balance in power distribution. One thing that made me raise an eyebrow however is the Druid self-heal when shaping back to base race. I wanted to find a very simple, fair tweak to this for my games.

 

My proposed tweak is that while a Druid has damage to HP, changing back from Wild Shape takes an action (instead of a bonus action).

 

The tweak means that rather than being able to soak some damage, use a bonus action to change back, then in the same round use an action to Wild Shape again, they are forced to spend one full round in their base race. Can anyone see any problems with this? Does it sound good? I did consider ways to carry damage over, but suspect it is procedural burden at the table that caused the WotC designers to rule as they did. Hence I suggest this change to the tempo of the power use.

What's stopping them from just letting themselves automatically shift back from taking damage?  I don't see how this would make any difference.

You are trying to fix a problem that doesn't actually exist - pretty much never is shifting back to your normal form before your wild shape form is at 0 HP so that you can then shift into a new wild shape form worth doing.

 

Shifting out of wild shape early is done when it is the plan, not a consequence, to be in normal form for at least a turn (like when you need to cast a spell or do something that requires hands or your carried equipment).

Actually from experience the more lax campaigns have less Short Rests as they just take Long Rests instead.
