in the DMG, it states it has a +1 bonus to AC.

Does that mean if it is a magical +1 chain shirt, your AC is improved by 2 compared to regular chain shirt?

The Elven chain shirt in the DMG is a +1 item. If you add another +1 on it, it will be a +2 item, because math.

None of the magic armor or weapons with properties state the bonus in the title. If there's a bonus, it's in the description.

Chain Shirt is a type of medium armor (AC 13). The elven chain shirt grants you proficiency with this armor, so it can be worn by anyone. It is also +1 meaning your base AC is 14 plus any dex bonus to the max allowed for medium armor (2 or 3).

In order to accentuate the rarity (and power) of magic, I houserule that +1 is the finest craftsmanship (particularly dwarven and elven), +2 is rare or special materials (mithril, adamantite, etc.), and +3 is magically imbued. Of course, this is only for flat bonuses. Items with special properties (flaming sword, returning thrown weapon, etc.) are always magical.

Do you still count those finely crafted and special material weapons count as magical for over comming magical resistance?

Yes.

One more question, in older D&D versions, Elven chain didn't hinder dex bonus to AC or stealth. It doesn't specify for Dex modifier to AC. The description states you can wear this even if not proficient in medium armor.

For Mithral Armor, it clearly states that it doesn't hinder Dex (Stealth) checks. I take that as it imposes max +2 Dex modifier to AC.

So, what protocol should be reccomended for Elven Chain Dex modifier bonus to AC?

Elven chain uses the same stats as the armor it says it functions as, except that it has a +1 AC and grants it's wearer proficiency with it
