A steed is a horse but the examples aren't all horses. Max CR rating is 1/2 but those aren't stated to be the pinnacle of what the spell is capable of, merely what is possible. A nightmare is more a horse than a Mastiff so can I summon a Nightmare witha level 2 spell? Only Paladins and Bards can use this so it may be a bit OP if you can summon Tarrasque as a level 6 bard. Despite needing clearer definition, what so far is majorily accepted as the top steeds for this spell? |

Tempest covers most of it.
Someone on these boards made a suggestion I really liked, let it scale w/spell level. 2nd level: CR 1/2 steed 3rd: CR 1 4th: CR 2 5th or higher: CR 4
I might allow non-beasts on a case by case depending on the caster, the god, etc. LIkely for a CR 'cost'. (Like a lvl 4 slot for a CR 1 non-beast...) |

Well, I would rule it is the same spirit, you are just able to bring 'more' of it across when a higher slot. So you are calling the same fey spirit each time, just sometimes you calll enough to be a warhorse, and sometimes a giant elk.
My steed doesn't die too often, so it isn't really a problem for me. |

The biggest issue with this spell is the CR of the animal that the spirit becomes. All the ones listed are between 1/8 and 1/2 CR, so it's safe to assume that any spirit summoned would be able to take the form of any beast within that CR range. When you go to CR 1 beasts, you get a decent power bump, though most aren't too far off from 1/2 CR. Any over that are exceptionally more powerful than those listed in the spell.
I'd personally give an appropriate steed up to CR 1 at levels 5-10, up to CR 3 at 11-16, and up to CR 5 at 17+. |
