My Druid just picked up the Flame Blade spell and I got the following questions:

Q1: The spell requires an action to make a melee spell attack with the fiery blade. Is melee spell attack an "Attack" or "Cast a spell" action?

Q2: With a scimitar in one hand, can I cast a Flame Blade using a bonus action and attack with two weapons (ie one scimitar and one flame blade)?

Casting the spell gets you the blade as an effect.

Once you're done casting the spell, you can use an action to make a melee spell attack against a target.  That's an Attack in terms of what can apply to it.

No because the flame blade is not a light melee weapon for the purposes of Two-Weapon Fighting.  Though you could hold both the weapons at the same time, it does not grant any tangible benefit like being to able to attack as a bonus action.  If that's what you want to do you need 2 light property melee weapons or the dual wielder feat to use non-light weapons, but even then I'm not sure if flame blade would work because it's a spell granted flame blade.  It doesn't have properties or keywords like other weapons.

A melee spell attack uses your spell attack bonus (Wis for druids) rather than your attack bonus (Str/Dex) that is used for normal weapons.

It's the "Attack with Flame Blade" action. It doesn't have the properties of either an Attack action or a Cast a Spell action. It's just an attack with a cost of 1 action to use.

Evoke that magical object into your hand, and then make an improvised attack with it. It still has the properties of dealing 3d6 fire damage on a hit, but like a torch it should still deal the damage of the weapon resembles.

It resembles a scimitar, so you can get proficiency bonus. 4d6 slashing/fire damage per hit with a one hander is pretty nice.

Expect your DM to cry foul!

Then pass the blade that you are considering a light weapon to your off hand and swing again for 3d6 fire.

flame blade is a melee spell attack, like vamperic touch or inflict wounds. it's not a weapon and does not interact with any weapon rule. it just is in the shape on one.
it will still interact with anything that gives a bonus to attacks, or melee attacks. like avantage against prone targets, or death clerics channel divinity.
