Gaining new Skill and Tool proficiencies

I’m trying to understand how a PC might earn more Skills and/ or Tool Proficiencies as he or she goes up levels?  Imagine I am in a campaign set upon a series of islands and I want my Wizard with a Hermit background to learn how to sail a ship and maybe become someone Athletic.  How can I do it?

Your proficency bonus goes up, making you better at the skills you have, but you do not learn new skills.

 

But you can take a feat, or possibly do some downtime studying.

Are these house rules or assumptions?  I thought of the multi-class option but a Feat might make more sense.

Certain classes allow you gain a new skill when multiclassing. Rogue, Ranger, Bard - basically the classes the get more to start with as part of their schtick.

You can learn languages and tool proficiencies with 250 days worth of downtime.  The amount of downtime you get will vary from campaign to campaign - I usually assume they have some downtime they are spending while travelling or doing other tasks (ie - practicing playing the flute while on the road) and thus give them a couple effective days for every week of in-game play.

 

This does not cover skills.

Knowledge Domain cleric gets two skills.  College of Lore bard gets three skills.  3rd level Battle Master fighter gets proficiency in artisan's tools.   Assassin rogues get disguise kit and poisoner's kit profs. The Warlock invocation Beguiling Influence grants Persuasion and Deception proficiency.  Skilled feat gives three skills or tool proficiencies.
