I'm preparing to run LMoP and can't figure out the goblins +6 stealth skill. How is it +6?  Is the goblins proficiency bonus +4?

Because goblins are very similar to Rogues.  Their Nimble Escape ability is very similar to Rogue's Cunning Action ability.  Similarly, goblins appear to get double their proficiency bonus to Stealth like the Rogue's Expertise class feature does.

2 (Dex) + 4 (Double proficiency bonus) = 6

Seems reasonable, thanks.

Yeah, note this bit of Dungeon Master’s Basic Rules PDF.

A skill bonus is the sum of a monster’s relevant  ability modifier and its proficiency bonus, which isdetermined by the monster’s challenge rating (as shown in the Proficiency Bonus by Challenge Rating table).

Other modifiers might apply. For instance, a monster might have a larger-than-expected bonus (usually double its proficiency bonus) to account for its heightened expertise.
