If a High Elf Fighter takes a spell like Fire Bolt as his cantrip, does he get his Proficiency Bonus to the Intelligence roll?
I can see it either way.
Page 81 - Attack Rolls says "Your attack bonus with a spell attack equals your spellcasting ability modifier + your proficiency bonus."
But you're really not a magic-user so are you still considered proficient?
Yes you add your spellcasting ability modifier and proficiency like all spellcaster.
I believe any spell you know you are considered proficient in. Maybe casting from a scroll or wand you wouldn't, not sure though.
Not just spell you know, but any spell you cast. Basic D&D PDF (pg. 7) says;
Your proficiency bonus applies to many of the
numbers you’ll be recording on your character sheet:
• Attack rolls using weapons you’re proficient with
• Attack rolls with spells you cast
• Ability checks using skills you’re proficient in
• Ability checks using tools you’re proficient with
• Saving throws you’re proficient in
• Saving throw DCs for spells you cast (explained in
each spellcasting class)
Fighter is better off shooting his bow, than using Firebolt however. It does look cool and set things on fire but i guess.

I would always take minor illusion. Best cantrip in the book, IMO!

Let's be honest....the change to Minor Illusion was a good change! It was way overpowered in the playtest. I like the distinction between Minor Illusion and Silent Image now.
Yes, it was overpowered. But it was cool. It's one of those changes I agree with as a DM, but find disappointing as a player. Good thing I'm usually the DM.
