Hobgoblin's Martial Advantage

I am looking at Hobgoblin's Martial Advantage. It says the hobgoblin can deal extra 2d6 dmg to a creature it hits if that creature is within 5' of an ally of the hobgoblin that isn't incapacitated.

 

1) Say, both the hobgoblin and his ally is within 5' of Enemy-A, but this ally is currently engaged in melee with Enemy-B. Will the hobgoblin able to use his martial advantage?

 

2) Must the ally be another Hobgoblin, or it can be of other races such as a goblin, kobold etc.

You go by what the ability states. 

 

1) It states the ally has to be within 5' and not incapacitated. The ally doesn't have to be engaged in combat with the target. 

2) Any ally will do. Another hobgoblin, a kobold, a trained dog.. As long as it is an ally.
